Board of Higher Secondary Education Delhi

These Rules & Regulations govern the academic, administrative and disciplinary functioning of the Board of Higher Secondary Education Delhi and shall be binding on all students, study centres, officers and stakeholders.

PART I – GENERAL PROVISIONS

1.Short Title & Applicability

These Rules shall be called the “Rules & Regulations of the Board of Higher Secondary Education Delhi”.

They shall apply to:

▪️All students registered with the Board
▪️All affiliated Study Centres
▪️All officers, examiners and staff
▪️All examinations, admissions and certifications conducted by the Board

2. Authority

These Rules are framed under the Constitution and By-Laws of the Board and approved by the Governing Body.

The Board reserves the right to amend, modify or repeal any rule at any time.

PART II – ADMISSION RULES

Admission Rules

1. Admissions shall be granted strictly as per the eligibility criteria and guidelines of the Board.
2. Only candidates fulfilling the prescribed qualifications shall be admitted.
3. Admissions shall be processed only through authorized Study Centres or the official online portal.
4. Submission of correct personal and academic information is mandatory.
5. Admission once confirmed shall remain valid for the concerned academic session only.
6. Any admission obtained by suppression or misrepresentation of facts shall be cancelled.
7. The Board reserves the right to reject or cancel any admission without assigning any reason.
   

PART III – EXAMINATION RULES

Examination Rules

1. Only duly registered candidates shall be permitted to appear in examinations.
2. Admit Card is compulsory for entry into the examination hall.
3. Candidates must strictly follow the instructions issued by the Board and invigilators.
4. Use of unfair means, impersonation or misconduct shall result in cancellation of examination and disciplinary action.
5. Examination schedules, centres and subjects shall be allotted by the Board only.
6. Results declared by the Board after approval shall be final and binding.
7. Rechecking / revaluation shall be governed by separate rules notified by the Board.
   

PART IV – CERTIFICATE ISSUE RULES

Certificate Issue Rules

1. Certificates and marksheets shall be issued only after final declaration and approval of results.
2. Certificates shall be prepared strictly as per registration records.
3. Any error must be reported within the prescribed time for correction.
4. Duplicate certificates shall be issued only on submission of prescribed documents and fees.
5. Migration certificates shall be issued only to eligible candidates on request.
6. Certificates once issued shall remain property of the Board and may be recalled in case of fraud or misuse.
7. The Board reserves the right to withhold or cancel any certificate in case of malpractice or legal dispute.
   

PART V – DISCIPLINE RULES

Discipline Rules

1. All students shall maintain discipline, decorum and ethical conduct at all times.
2. Misconduct inside or outside the examination hall affecting the reputation of the Board shall invite disciplinary action.
3. Acts of indiscipline include:

▪️Use of unfair means
▪️Impersonation
▪️Forgery or tampering of documents
▪️Misbehavior with staff or officials
▪️Violation of Board instructions

Penalties

▪️Depending on the gravity of offence, penalties may include:
▪️Warning or fine
▪️Cancellation of examination or result
▪️Cancellation of admission
▪️Debarment from future examinations
▪️Legal action, wherever applicable
▪️Decisions of the Discipline Committee shall be final and binding.

PART VI – MISCELLANEOUS

Interpretation

Any doubt or dispute regarding interpretation of these Rules shall be referred to the Governing Body whose decision shall be final.

Amendment

The Board reserves the right to amend or modify these Rules at any time in the interest of academic administration.

Jurisdiction

All disputes shall be subject to the jurisdiction of courts located at Delhi only.
